The first workshop in this series served as a collaborative platform for the public sector, private enterprises, academia, civil society, and startups to review the landscape of Thailand’s startup ecosystem. Participants explored opportunities, limitations, policy gaps, and necessary support mechanisms to establish innovation districts tailored to the Thai context that can tangibly drive business growth.
Following a Memorandum of Understanding (MOU) between True Digital Park and The Faculty of Architecture, Chulalongkorn University, and the Chulalongkorn University Academic Service Center, the project has focused on decoding world class innovation models from the Netherlands, the United Kingdom, and Singapore. This collaboration has now evolved into an active forum for stakeholders to collectively define the strategic direction of Thailand’s startup ecosystem and innovation districts.
The research is supported by the Science Research and Innovation Fund through the Program Management Unit for Competitiveness (PMUC), under contract number C23F680165, with Chulalongkorn University Academic Service Center serving as the project lead.
Key findings from international case studies indicate that a successful innovation ecosystem relies on more than just resources. Success stems from the deliberate design of structures and collaborative frameworks that allow sectors to function systematically. This includes integrated policies, spatial development, and the Quadruple Helix engagement mechanism to ensure international connectivity.

- Structural Constraints in Thai Startup Ecosystem
While many issues are identified as quick wins, the core challenge is not a lack of resources but rather a lack of continuity and integration. Disconnects persist across funding, policy, and support mechanisms. Specifically, there is a lack of a funding continuum for different growth stages. Furthermore, many initiatives remain Project-Based and terminate upon completion. The government’s structure remains fragmented across various agencies, leading to a lack of policy coherence and scattered support tools that fail to build upon one another effectively.
- The Government Remains the Primary Driver of Strategic Direction and Ecosystem Design
Another key topic discussed during the workshop was the role of different stakeholders in advancing Thailand’s startup ecosystem. Participants agreed that the Government continues to play a central role in setting strategic direction and designing the overall ecosystem framework. This includes establishing national priorities, introducing investment incentives, developing regulatory frameworks, and creating coordination mechanisms that reduce fragmentation across government agencies. At the same time, the private sector and entrepreneurs were recognized as the primary drivers of execution, particularly in business model development, innovation commercialization, and market expansion. However, discussions also highlighted a critical gap in the ecosystem: the absence of effective intermediary organizations that can connect stakeholders, facilitate collaboration, and ensure continuity in ecosystem development efforts.
- Bridging the Gap Between Research and Commercialization
Participants also emphasized the persistent gap between research and real world application, particularly in the commercialization of research and innovation. Although Thailand possesses a strong knowledge base and substantial research capabilities, commercialization efforts are often driven by individual initiatives rather than supported through systematic and sustainable mechanisms. This challenge underscores the need to redefine the role of universities and Technology Transfer Offices (TTO). Rather than focusing primarily on administrative processes, these institutions should evolve into strategic enablers capable of connecting technologies, research outputs, market opportunities, and intellectual property management in a more integrated and effective manner. In parallel, stronger support mechanisms are needed, particularly in areas related to regulation and standards. The public sector should take a leading role in developing initiatives such as regulatory sandboxes and technology standards that facilitate innovation adoption. Participants also proposed the development of policy translators, intermediary actors that can bridge communication gaps between regulators, researchers, and entrepreneurs. Such mechanisms would help align expectations, improve mutual understanding, and accelerate the practical deployment of emerging technologies.
- HealthTech, GreenTech, and FoodTech Face Shared Structural Challenges
The workshop also explored industry specific challenges and support mechanisms required for startups operating in HealthTech, GreenTech, and FoodTech sectors. Despite differences across industries, participants identified several common barriers, particularly regulatory constraints, infrastructure limitations, and the lack of effective support mechanisms during the scale up stage.
In the HealthTech sector, growth is often constrained by a highly centralized healthcare system, as well as stringent requirements related to data governance, privacy, and security. GreenTech startups face regulatory bottlenecks and insufficient support mechanisms for the transition toward a low carbon economy. While Thailand has made progress in promoting carbon credit systems, carbon neutrality targets, and Environmental, Social and Governance (ESG) standards, implementation remains largely voluntary. As a result, economic incentives and market demand for green technologies have yet to reach a level that can meaningfully accelerate adoption and investment. Meanwhile, FoodTech startups continue to face challenges in translating research into market ready solutions. Difficulties in aligning research outputs with market needs, combined with barriers to scaling operations, remain significant obstacles to long term growth and commercialization.
The workshop brought together representatives from the four key sectors of Thailand’s startup ecosystem, including the public sector, private sector and investors, academia, and startup ecosystemParticipating public sector organizations included the National Innovation Agency (NIA), the Board of Investment (BOI), the Digital Economy Promotion Agency (DEPA), the National Science and Technology Development Agency (NSTDA), the Creative Economy Agency (CEA), and the Food and Drug Administration (FDA). Representing the private sector and investment community were Krungsri Finnovate, the Thailand Business Angel Network (TBAN), Bumrungrad International Hospital, and Y&Archer. Academic institutions included representatives from leading universities such as Chulalongkorn University and Mahidol University. The startup and innovation community was represented by organizations including Techsauce, the Thai Startup Association, the Bangkok Startup Association, New Energy Nexus Thailand, Nebula by MQDC, SD Global Solutions, and BUILK ONE GROUP.
The participation of stakeholders from across sectors reflects the importance of a collaborative and integrated approach to strengthening Thailand’s startup ecosystem and innovation districts. By bringing together policymakers, investors, researchers, entrepreneurs, and ecosystem builders, the workshop created a platform for meaningful dialogue and collective problem solving. Insights and recommendations generated from this workshop will contribute to the development of practical frameworks for advancing Thailand’s startup ecosystem and innovation districts. The outcomes will also serve as a foundation for the second workshop, which will involve international partners and provide opportunities to exchange knowledge, experiences, and best practices for ecosystem development at the global level.
